Parivahan Sewa

Parivahan Sewa is an online service portal created by India's Ministry of Road Transport and Highways. It’s part of the Digital India effort to make transport-related services easier and faster for people across the country. Instead of having to visit RTO (Regional Transport Office) counters in person, you can now handle a lot of your vehicle and license needs online through one platform. It uses systems like VAHAN (for vehicle-related work) and SARATHI (for driver's license services) to bring everything together in one place.

Benefits of Using Parivahan Sewa

Parivahan Sewa makes dealing with vehicle and driving license tasks a breeze! Here are the main benefits in simple steps:

Common Parivahan Problems and Their Solutions (DL, RC & Payment Issues)

Every Parivahan user should check these details because it’s common to have problems while using the portal. I’ve broken down the most frequent ones—like technical glitches, payment errors, and paperwork mistakes—into three simple tables. These quick fixes will help you avoid stress and get your documents sorted much faster.

1. Technical & Access Issues

These are the hurdles you face while trying to log in or simply use the website and app features.

Issue Description Solution
"No Status Found" System cannot find your application record. Double-check the application number and DOB. Wait 24 hours after submission for the data to sync.
Login Loop App or website keeps asking to log in repeatedly. Clear your browser cache/cookies or "Clear Data" in the mParivahan app settings.
403 Forbidden Error Your IP address is blocked or restricted. Turn off any VPNs or try switching from Wi-Fi to your mobile data network.
Data Mismatch Aadhaar name doesn't match RTO records. Ensure your Aadhaar name exactly matches your RTO files. Even a missing middle initial can cause this.
Old DL Not Showing Old (non-digitized) licenses don't appear. Visit your RTO for "Backlog Entry" to get your physical license records digitized.

2. Payment & Fee Issues

Money matters can be stressful, especially when a transaction fails but the amount is deducted.

Issue Description Solution
Pending Payment Amount deducted but status shows "Pending." Go to Fee Payments > E-Payment > Verify Pay Status. This manually pings the bank for an update.
Double Payment Paid twice due to a system glitch. Contact your Zonal RTO with both receipts. Refunds are usually processed offline, not automatically.
The 48-Hour Rule Payment isn't reflecting after "Verify." Wait exactly 48 hours. Most state treasuries reconcile their data every two days at midnight.
Payment Failed Transaction failed but money was taken. If the status doesn't update after 48 hours, the bank typically auto-refunds the amount.
Retry Message "Please try after 15 minutes" warning. This happens after a failed attempt. Wait the full 15 minutes before trying again to avoid a lockout.

3. Application & Document Issues

These issues occur during the submission or verification phase of your DL or RC.

Issue Description Solution
Upload Failure Error while uploading photos or docs. Ensure files are in JPEG/PDF format and within the size limit (usually <200KB).
Document Replacement Need to change a document after uploading. Use the "Upload Document" menu, select your state, and choose "Upload/Re-upload" to replace files.
Wrong RTO Selected Applied at the wrong jurisdiction. You can use the "Service Withdrawn" option under the "Others" menu to cancel and start over.
Missing App Number Lost the number after submitting. Use the "Find Application Number" tool under the "Others" menu on the Sarathi portal.
"Under Process" Status stuck for more than 7 days. Check if an appointment is pending. If all steps are done, use the Grievance Redressal link on the portal.

Digital Driving License in India 2026

In India, carrying a physical driving license (DL) is no longer mandatory, provided you have a digital version on a government-approved app. Under the Central Motor Vehicles Rules (1989), digital documents stored in specific apps are legally equivalent to physical ones.

There are two primary, government-authorized platforms where your digital DL is recognized by traffic police and authorities nationwide:

DigiLocker: A secure cloud-based platform for all government documents. It links to your Aadhaar and "pulls" an authentic copy of your license directly from the RTO database.

mParivahan: An official app by the Ministry of Road Transport and Highways (MoRTH). It allows you to create a "Virtual DL" which shows a QR code that traffic officers can scan to verify your details instantly.

How to Get Your Digital DL

Action for DigiLocker Action for mParivahan
Download the DigiLocker app and sign in with Aadhaar. Download the NextGen mParivahan app.
Go to "Search" and type "Driving License." Create an account using your mobile number.
Select your state's Transport Department. Select "Virtual DL" from the dashboard.
Enter your DL Number and Date of Birth. Enter your DL Number and Date of Birth.
Tap "Get Document" to save it to your "Issued" section. Click "Add to My Dashboard" to view your Virtual DL.

Types of licenses

1. The Learner’s License (LL)

This is your entry point. It’s a temporary permit issued so you can practice driving on public roads under supervision.

2. The Permanent License (DL)

This is the "real deal" that most people refer to when they say, "I have my license."

Feature Learner’s License (LL) Permanent License (DL)
Purpose To learn and practice To drive independently
Test Type Theory (Signs & Rules) Practical (Driving Skill)
Can you drive alone? No Yes
Expiration 6 months (cannot be renewed) 20 years (renewable)
Mandatory wait None Must wait 30 days after LL

Driving License Eligibility Criteria 2026

To get a driving license in India, the requirements vary depending on what you want to drive. It’s not just about age; you also need to meet specific health and documentation standards.

Here is a breakdown of the eligibility criteria as of 2026:

1. Age Requirements

The minimum age depends entirely on the category of the vehicle:

2. Physical and Medical Fitness

3. Documentation (The Essentials)

You’ll need to provide proof for three things: who you are, when you were born, and where you live.

Category Accepted Documents (Examples)
Proof of Age Birth Certificate, PAN Card, Passport, or Class 10 Marksheet.
Proof of Address Aadhaar Card, Voter ID, Ration Card, or recent Utility Bills (Electricity/Gas).
Identity Proof Aadhaar Card, Passport, or Voter ID.

4. Educational Qualifications

For a private license (cars/bikes), there is no minimum educational requirement. However, for a commercial/transport license, some states require you to have passed at least the 8th standard to ensure you can read road signs and safety instructions.

Driving License Application Process 2026

Applying for a driving license in India is now a largely digital process through the Parivahan Sewa portal. Since you cannot jump straight to a permanent license, the process happens in two distinct stages.

Here is your step-by-step guide to navigating the application in 2026.

Stage 1: The Learner’s License (LL)

Before you can touch the steering wheel, you need your "entry permit."

  1. Visit the Portal: Go to the official Parivahan Sarathi website.
  2. Select Your State: Choose the state where you currently reside.
  3. Fill Application (Form 2): Click on "Apply for Learner Licence." Enter your personal details, address, and the category of vehicle (e.g., Motorcycle with Gear or Light Motor Vehicle).
    Responsive centered image
  4. Upload Documents: You’ll need digital copies of:
    • Proof of Age: Aadhaar, PAN Card, or 10th Marksheet.
    • Proof of Address: Aadhaar, Voter ID, or Utility Bills.
    • Medical Certificate: Form 1 (Self-declaration) if you are under 40; Form 1A (signed by a doctor) if you are over 40.
  5. Pay Fees: Pay the application fee online via UPI, Debit/Credit card, or Net Banking.
  6. Book & Take the LL Test:
    • Some states now allow an Online LL Test from home (using facial recognition).
    • Otherwise, book a slot to visit the RTO for a computer-based MCQ test on road signs and traffic rules.
  7. Download LL: Once you pass, you can download and print your Learner's License immediately.

Stage 2: The Permanent Driving License (DL)

You are eligible for this only after 30 days of holding your Learner’s License (and before it expires at 6 months).

  1. Apply Online: On the same Parivahan portal, select "Apply for Driving Licence."
  2. Enter LL Details: Provide your Learner's License number and Date of Birth.
  3. Book the Driving Test Slot: This is the most important step. Choose a date and time to visit the RTO for your practical driving exam.
  4. The RTO Visit: On the scheduled day, go to the RTO with:
    • Your original documents for verification.
    • The vehicle you intend to test with (of the same category you applied for).
    • A printed copy of your appointment slip.
  5. Pass the Test: A Motor Vehicle Inspector will supervise your driving (often on an automated track).
  6. Receive Your License: If you pass, your permanent license will be approved and sent to your registered address via Speed Post.

How to Renew Your Driving License

A private license is typically valid for 20 years or until you turn 40. You should ideally apply for renewal within 30 days before or after the expiry date.

The Process:

  1. Select "Apply for DL Renewal" on the Parivahan portal.
  2. Enter your DL number and Date of Birth.
  3. Medical Certificate (Form 1A): If you are over 40 years old or applying for a commercial license, you must upload a medical certificate signed by a registered doctor.
  4. Pay the fee (usually around ₹200–₹400, plus late fees if applicable).
  5. Once approved, the new license is mailed to your address.

How to Apply for a Duplicate License

Use this if your license is lost, stolen, or "mutilated" (badly damaged).

The Process:

  1. Select "Apply for Duplicate DL" on the portal.
  2. Fill in the LLD Form (the application for a duplicate).
  3. Select the reason (e.g., "Lost" or "Damaged").
  4. Upload the FIR copy and your ID proof.

eChallan: Managing Your Traffic Fines Digitally

Traffic violations happen, but dealing with the resulting fines (challans) used to be a pain. The eChallan system on Parivahan Sewa has revolutionized this by making it completely digital and transparent.

Responsive centered image

What is eChallan?
An eChallan is a digital traffic fine issued for traffic violations. Instead of old-fashioned paper challans, these fines are issued electronically, often captured by cameras and sensors, and then notified to the driver.

Here's how eChallan services on Parivahan Sewa help you:

  1. Checking Challan Status:
    • You can easily check if you have any pending traffic challans against your vehicle or driving license.
    • You can search using your Challan Number, your Vehicle Number (along with chassis/engine number), or your Driving License (DL) Number.
    • Simply visit the dedicated eChallan portal (echallan.parivahan.gov.in), enter the required details and a captcha, and it will show you any outstanding fines.
  2. Paying Fines Online:
    • If you find a pending challan, you can pay the fine instantly online.
    • The portal supports various payment methods like Net banking, Credit Card, Debit Card, and UPI.
    • Once paid, you'll receive a digital receipt, making the process quick and paperless.
  3. Transparency and Convenience:
    • The eChallan system brings a lot of transparency. You can see the details of the violation, including date, time, and location, and sometimes even a photo or video evidence.
    • It eliminates the need to visit a police station or RTO to pay fines, allowing you to do it from the comfort of your home or on the go.
  4. Complaint/Grievance System:
    • If you believe an eChallan was issued incorrectly, the system often provides an option to file a complaint or grievance, allowing you to dispute the challan by providing supporting evidence.

In essence, Parivahan Sewa's vehicle services and the eChallan system are designed to make your interactions with transport authorities much more efficient, transparent, and user-friendly. It's all about bringing government services closer to the citizens through digital means!

FAQs

1. What is the new "5-Violation Rule" for Driving Licenses?

Starting January 1, 2026, a strict "regular offender" policy is in place. If a person is caught for 5 or more traffic violations (challans) within a single calendar year, their Driving License (DL) will be cancelled immediately. This is a major shift from previous years where fines were the primary penalty.

2. Is there a deadline for paying traffic challans now?

Yes. You must pay any traffic challan within 45 days of issuance. If you fail to pay within this window, the portal will automatically block your access to all other motor vehicle services, including RC renewals, DL updates, or vehicle transfers, until the debt is cleared.

3. Can I still transfer my vehicle (RC) if I have pending toll fees?

No. Under the Central Motor Vehicles Second Amendment Rules, 2026, no No Objection Certificate (NOC) or Transfer of Ownership will be processed if there are outstanding National Highway toll fees or pending traffic challans against the vehicle. You must settle all dues on the portal before initiating a sale.

4. How long is a "Hazardous Goods" license endorsement valid for in 2026?

The validity rules for commercial drivers have been updated for better ease of doing business. The endorsement to drive vehicles carrying hazardous goods is now valid for 3 years, up from the previous 1-year requirement. However, the base commercial license remains valid for 5 years.

5. What are the new timelines for RC transfers in 2026?

The government has standardized the deadlines for reporting vehicle transfers to ensure the national database (VAHAN) stays current:

* Sale within the same state: Must be reported within 14 days.
* Inter-state sale: Must be reported within 45 days.
* Transfer due to death of owner: The successor must apply within 90 days.

6. Do I need to visit the RTO for DL renewal if I am over 40?

While many services are now "contactless," drivers over 40 years old must still submit a medical certificate (Form 1-A). However, in 2026, more states allow this to be uploaded digitally through an empanelled doctor’s portal, potentially saving you a physical trip to the RTO. Always check your specific state's portal on Sarathi for the "e-medical" option.
